HSK 3.0: The 2021 Nine-Level Standard Explained

Short answer: the 2021 Chinese proficiency standard has nine levels in three bands: Beginner (1–3), Intermediate (4–6), and Advanced (7–9). It is a wider framework than the familiar six-level HSK, not a simple renumbering: HSK 1–6 vocabulary lists and exams continue, while the advanced 7–9 assessment is one combined exam.

The confusing part is the shared name. A learner can study an HSK 4 list and then see a document referring to level 4 of a nine-level standard. This page separates the two systems, shows the official cumulative targets, and explains the comparison that is useful without pretending there is an exact conversion.

What the 2021 standard changed

China's Chinese Proficiency Grading Standards for International Chinese Language Education took effect in 2021. It describes proficiency through three broad stages and nine numbered levels. The framework covers more than vocabulary: it also sets targets for syllables, characters, grammar, language tasks, and the skills expected at each stage.

That is why “HSK 3.0” can be misleading shorthand. The standard is the reference framework; the familiar HSK 1–6 examinations did not disappear when it was published. Use the standard to understand the wider bands, and use the HSK guide or a level page when you need the established six-level test materials.

The nine levels and vocabulary targets

The figures below are cumulative: each target includes the vocabulary expected at the levels before it. The final row is a combined advanced target, because levels 7–9 share the advanced assessment.

Targets are from the 2021 standard. They are not replacements for the 150-to-5,000-plus word counts used by this site's continuing HSK 1–6 lists.

How HSK 1–6 relates to the nine-level standard

There is no official one-to-one conversion table. A new standard level with the same number is not automatically the same scope as the earlier HSK exam. The new cumulative vocabulary targets are larger from the start, so matching labels alone is the wrong way to compare them.

For day-to-day study, keep using the material named for the exam or list you are actually working from. Start at the HSK vocabulary lists (HSK 3.0 and HSK 2.0), test recall with the Vocabulary Test, or use the HSK Level Analyzer to inspect a Chinese passage.

What is tested now: the 2025 exam syllabus

The exam does not test the 2021 standard directly. It follows a separate document, the HSK exam syllabus (新版HSK考试大纲), published by the Center for Language Education and Cooperation in November 2025 and in effect from July 2026. CTI announced that this new HSK launches worldwide on 13 December 2026; HSK 1–6 sittings up to 7 November 2026 use the HSK 2.0 lists.

The 2025 syllabus keeps nine levels, with levels 7–9 as one list and one exam, but its counts are not the 2021 targets above. Counted from the syllabus data:
